Abstract

This review describes how health, social and economical disadvantages differ in different Finnish municipalities. Different actors are trying to tackle these disadvantages but the outcomes have not been as effective as hoped. Allocating public policy resources more effectively needs more information about the regional differences of disadvantage. This review examines 16 different disadvantage indicators from 295 Finnish municipalities by cluster analysis. Five different disadvantage clusters were formed. After that discriminant analysis was used to find out what variables describing Finnish municipalities divide different clusters most efficiently. The percentage of the people living alone was the most important diving factor, but also population, statistical grouping and morbidity index were important factors. The results can be used for more detailed researches about regional differences of disadvantage. The information can also be used for allocating resources more efficiently to tackle health, social and economical disadvantages.
